In financial terms, a floater represents an an insurance policy that covers an asset that's easy to move. It floats around, in other words. The idea is that the item carries financial protection wherever it might go (within the limits set up in the policy).
Now, we can feel your brow furrowing and your head cocking to the side. "But wait," you say, "how can commercial property move around? Is it like a warehouse built on one of those floating islands from Avatar?"
Kind of. Think of things like food trucks. Or if you were a carny and you took your Tilt-A-Whirl to different towns each week. These kinds of mobile businesses would be primed for a commercial property floater.
